Guidance manual for non-technical staff in developing countries to enhance their understanding of the concepts and applications for economic instruments. The manual provides a number of templates to help add structure to often varied and fragmentary data with which to evaluate policy options, allowing for better choices about instrument choice. Findings are based on discussions with policy experts and review of case study materials.
